And I really really love these for the water line maybeline eye studio master drama. This is probably one of my HG products!

the only eyeliner pencil and eyeliner i will use is mac it doesnt smudge or fade i love them

My favorite eyeliner is Lancome's Crayon Kohl too 
The most amazing eye pencil I have ever found is Savvy by DB @ $8. luxury liner in shimmering slate. Once its on...It stays on!
I was using the MAC before @ $38 a pop! it pales in comparison!
Hands-down. Avon Ultra Luxury Eyeliner. I've been using it since I started wearing makeup. No better pencil out there, and I've tried a ton.
It is on the soft side, but I would rather have an eyeliner be a little too soft than to be too dry and hard.
Plus, you can't beat the price. I love expensive cosmetics, but I stick with this eyeliner no matter what.

The reason I like this product is for one thing the two colors I mentioned above look very nice with my green eyes and fair skin. As far as the quality of the product in general, they go on smooth without tugging on that gentle skin around my eyes. I also have sensitive eyes and sometimes wear contacts and this product has never caused my eyes to be itchy or burn. For me, this is just overall a great product for my sensitive eyes and skin! 
Believe it or not the best waterproof I have found is from Wet & Wild for $3 . I don't have on hand right now. It is their waterproof liquid. It goes on and stays on, does not fade or smudge.
I use what works high or low end . This stuff is the best !
I like this:
(makeup forever aqua eyes) It glides on nice, it can be smudged (before it dries) and stays put. I like both the black and deep purple (my eyes are hazel/green)

Avon Glimmerstick (but the ones that haven't got glitter)... dirty cheap and the stuff doesn't move at all.
I have one in black and two in brown... my eyes are not big and black is too harsh for me to use in a daily basis. Brown eyeliner has always been my HG.

Givenchy - eyeliner pencil black 1 - phenomenal, Pupa black 09, and a cheap /drugstore/ yet very good alternative - Essence long lasting eye pencil - black fever 01.
there are a lot of really good ones, but I mainly use Mac Fluidline

I like Jordana easyliner for eyes. They are cheap (1.99), lasting, and have nice colors. They may only be available in the USA.

By far hands down cheapest is NYC. They are waterproof/bulletproof and cheap. Although I will say I do like Bobbi Brown cream gel waterproof also, but you have to have the brush and all that. I have found that old ones of Bare Minerals B.E. will dry out and therefore have to be thrown away. Another good one, but draws a thick line is Amazon Clay, at Ulta and on QVC and Sephora. Empha-eyes, I believe they are called. Wicked soft going on, no tugging no matter how old, and they deposit a dark color. If it's black then it's black baby, or purple. You don't have to keep dragging it across your eye, one swipe and your done, smudge a bit and you are good for all day! And night for that matter. Love them also, but for cheapest, NYC works very well. I have never tried a pencil over 20 bucks.

Black is too harsh on me for daytime use also. I use a slate color, you should try that. It looks similar to black without being harsh. I think brown eyeliner only looks good (IMHO)if you have honey brown eyes. Jordana has one in Smokey that I recommend. However, if you do have honey brown eyes I'm sure the brown eyeliner is stunning.
