Topic: WHy can I not open Swap Topic?

Hi this has never happened before, and I have been searching for answers but not finding any.  Why am I not allowed to open a swap topic right now?  I haven't created a swap topic in so long I can't even remember when I did.  Maybe I have one from a long time ago?  I did a search and can't even find anything about myself.  To my knowledge my feedback is always positive.  Thank you for your help!
